Tenders and framework contracts
We can take part in the usual public-sector procurement formats: Private tenders, for smaller municipalities and specific projects without a full tender. Multiple private, with several parties invited, assessed on price and quality. European tenders, for large contracts with a formal procedure (via Mercell, formerly TenderNed); we can submit an MEAT-based bid. Framework contracts, multi-year supply with agreed prices, lead times and service level, optionally with call-off via a portal. Mini-competitions within a framework contract in which we are included. How do we work with municipalities?
Clearly structured. Municipalities have many employees, many exceptions, a lot of administration. We arrange:
- A central contact person within our organisation
- An online ordering portal where managers or employees order themselves, based on pre-agreed packages
- Stockholding of commonly used sizes, immediate availability for new employees
- A six-monthly review of what works well and what does not
- Central invoicing or an invoice per department, depending on what suits your administration
- A collection or return service for clothing returns when employment ends (on request)
Tips for municipal procurement
Specify precisely in the request. Which colour, which placement, which certification. The sharper the request, the more comparable the quotes.
Assess on quality and approach. Request a proof print or sample, so you can judge the execution in advance rather than only on paper.
Plan maintenance and replacement. Workwear wears out. Build a fixed replacement rhythm (e.g. every 2 years) into the framework contract.
Keep sustainability requirements concrete. "Sustainable" is not a criterion. "Contains at least 30% recycled material" or "phthalate-free printing" is, and we can firmly deliver on that.
Choose a single supplier. Fragmentation across multiple suppliers makes management complex and the look inconsistent. One supplier for the entire clothing package almost always works better.
